No clothing, goods, wares, merchandise, boxes or other articles or things shall be placed in front of any store, shop or other place in said city on or above the sidewalk so as to occupy more than three feet next to the building or premises and no sign or signs or other obstruction shall be hung, extended over or upon any sidewalks until a permit to do so shall first be obtained from the City Council under a penalty of $5 for every 24 hours the same shall remain after being requested by any city officer to remove the same.
