§ 95.01. BURNING COMBUSTIBLE SUBSTANCES IN STREETS OR ALLEYS PROHIBITED.

That it shall be unlawful for any person to build any fire or to set on fire or burn or cause to be set on fire or burned, any hay, straw, chips, shavings, rubbish or other combustible substance in the streets or alleys of said city, except with the consent of the Fire Chief and with such precautions as to time, place and guarding and watching of the same as he may prescribe.
